Beyond the continent of Europe, the colonial system had to be dismantled and the promise of self-determination enshrined in the Atlantic Charter applied on a global scale. Another significant document containing transatlantic values and seeking to universalize them is the Charter of the United Nations which was signed on 26 June 1945. The preamble of the Charter reaffirms the need to promote peace, fundamental human rights, freedom, social and economic profess, and international law. The United States and the United Kingdom became the two of the naissance members of the United Nations, as well as two of the five permanent members of the Security Council. The end of the Cold War offered the impulse for strengthening and deepening the transatlantic relations.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Writers often use the characters in a story to make a comment on people's actions.   In "Rappaccini's Daughter," by Nathaniel Hawthorne, the characters make a telling comment on the interaction of people within society.   Hawthorne, a "thinker and artist" (Delbanco 14+), creates characters that are much different from what they seem like initially, and this encourages the reader to look deeper into issues instead of judging things by first impressions, rumors, or appearance.   Cappello defines the judging of people as "how [people], in general, translate or read the world" (263).   Hawthorne probes how people look at one another through his portrayal of Baglioni, Rappaccini, Giovanni, and Beatrice and their reactions with and toward one another. Macro Systems are the division of the broad practices of Social Work. The divisions of social work are often divided into three practices which include the categories of macro, mezzo, and micro. Often commended as being a system which provides intervention services that affect entire communities and their systems of care and concern, Macro level social work has been known to be highly effective. Responsibility of the Human Service Worker in the Macro Environment Because Macro System focuses on large groups, socials workers who use this practice most often work in efforts to help clients more so on a community level rather than individually. Lobbying to change health care laws, organizing state-wide activist groups or being activist for social policy change have often become battles of social workers who see the needs of their clients who are not in a position to initiate the necessary changes. Social Workers ultimate responsibility in the macro system environment is to be the voice of the people to which they provide their services. It is also left up to human service workers to collaborate with those people who are the over seers of the services that they distribute to make certain that the services provided meet the needs of the people. Personal, Interpersonal, and Political Empowerment Empowerment is essential in the Macro system environment. Personal  empowerment is centered on the individual and is the functionality of having an influence on events which are personified in the ideology of the person. In the macro system individuals are actively involved in creating change in social programs such as health care. Macro Systems in Response to Child Maltreatment, Sexual Abuse, Crime, and Delinquency Child maltreatment, sexual abuse, crime, and delinquency are key factors in the mere existence of the social work program. In the macro system child maltreat takes precedence over all else and because of strict guidelines of care and concern in reference to children, the macro system provides several outlets to report abuse or suspected abuse of children as well as vulnerable adults. In response to Sexual Abuse in the macro systems have come up with medical procedures to detect sexual abuse in some cases and certain laws such as PREA (Prison, Rape, and Elimination Act) were established to protect individuals in prison communities from enduring sexual abuse. Crime and Delinquency which often go hand in hand are  addressed on different levels. In the macro system, children who are delinquent are often placed in juvenile corrections in an effort to rehabilitate. In the macro system there is no clear cut or precise course of actions because every case is different. The level of response is totally dependent upon the mitigating circumstance surrounding the event. Wars can be justified through the utilitarian theory and cost benefit analysis. These are dependent on whether the intention of the war is right and the cause for the war is just. Further, wars are only justified when other forms of conflict management have been tried and have failed. There are many types of war, however this essay will focus on military war in particular. Utility Theory and Just War The theory of utility is one way to justify war. The utilitarian approach is defined as the pursuit of the greatest good of society for the greatest number f people in society. There are two branches of utility theory – act and rule.Act utilitarianism looks closely at the Consequences of the act Of war in order to justify engaging in war. Rule utilitarianism will only condone war when the reason for entering a war is just in itself, is based on good intentions and not for selfish reasons. In essence, act utilitarianism can be summarized as the ends justifying the means, while rule utilitarianism can be summarized as genuine intentions justifying the means. For instance, the Allied Forces declaring war on Germany's invasion of their gibbous as well as on their anti-Semitic activities is an example of utilitarianism in action.The declaration of war was to prevent further harm to the world even if it did mean a significant loss to the Allied Forces by engaging in such actions. Be it act or rule utilitarianism, so long as the ends result in the greatest good for the largest number of people in society and are made with the best intentions in mind, war is justified.Cost-benefit Analysis and Just War The benefits should outweigh the costs in order to justify engaging in war. Cost-benefit analysis is a way of weighing the strengths and weaknesses of alternatives. It helps us determine whether an approach was worth the adoption and practice in terms of benefits in labor, time, Cost savings and so on. It is largely considered an economic analysis and is an approach that can be taken when determining whether a war is justified because of the high socio-economic costs involved in war.A good way to go about analyzing this would be to look at a case study of the Iraq war. The Gulf war resulted in 220,000 Iraqi casualties and a few hundred thousand wounded Iraqis. The costs of war amounted to 6 trillion US dollars. These numbers are neither small nor insignificant. The benefits, however, are the exact opposite. As far as tangible benefits go, the Iraqi economy saw a slight growth in its GAP since the end of the war. Part of this, is a windfal l due to high oil prices but if the war had not taken place, oil sanctions imposed on Iraq would have severely curtailed Iraqi oil sale.This would have further crushed the already dying economy pre-war. Of course, since Cost-Benefit analysis is primarily economic in nature, on paper, the growth in Iraq's GAP is touted by pro-war candidates as being worth the effort. However it would be ridiculous to imagine that Iraq's economy would have grown enough to cover the costs of war even, much less to actually grow enough to recover and sustain the country post-war. Further, as cost-benefit analysis also should include some elements of intangibility, one must take note Of the accessory costs that came along with the war.Besides the devastation and disease that struck Iraq, neighbors Iran also saw acceleration in its nuclear programmed because it saw that as the only way to prevent an imminent US invasion. The caveat being that they are only used to justify war when negotiations have failed between parties; all peaceful methods have been already exhausted and war is the final and only option available to them. Unfortunately, this is not always the case.Many a time, countries prepare for war while negotiations are ongoing. Worse still, they may not even en gage in any peaceful forms of collaboration or settlement at all. The notions of war always remain at the back of countries' minds. The Cold War may seem like a successful instance where there were no missiles or bombs unloaded on either the USSR or the US. However, there was a war nonetheless and a war which lasted 30 years. Despite supposed ‘peaceful' negotiations between the two superpowers, the thought of missile warfare was always at the back of their minds.It would not be far-fetched to imagine that this severely impacted the success Of their discussions. One cannot fully and calmly negotiate with a finger on the trigger. It was merely a combination of luck, timing and the right set of leaders that prevented the outbreak of a disastrous third world war. To stimulate engagement and assess professional development during laboratory training, portfolio assessment was proposed for the final year BMLS and DMLT programmes in Kampala International University. Work Done The students undergoing clinical laboratory training in teaching hospitals, and engaged in routine laboratory services under supervision of qualified Medical Laboratory Scientists, composed a portfolio detailing their daily experiences, work done, and lessons learned. Their supervisors and facilitators provided daily feedback and endorsed their entries. The portfolios were examined at the end of training by faculty staff and external examiner through oral presentation and interviews. Rating rubric considered quality of presentation, portfolio content, demonstration of progressive development, and ability to make professional judgment. Students and assessors acceptance of this instrument was determined with questionnaire. Results 72 % of the students and assessors accepted the method. Many students reported that it improved commitment to training, encouraged reflection, and allowed for frequent feedback. Many believed that it was a rational assessment, but it was time consuming. 88 % of the participants would welcome it as a supplement to the standard tests. Conclusions The portfolio assessment was well accepted, rational, and provided a valid assessment of student engagement and progression during professional training. Introduction The use of portfolios in health professions education has increased dramatically over the years. The enthusiastic acceptance of this principle is in part born out of the ever growing interest in outcomes based education in all divisions of health science.1 The curricula of most health sciences schools now emphasize authentic experiences, promote self direction and reflection in learning, and outcomes based assessment. Portfolios not only stimulate professional development and reflective learning, they also provide opportunity for self direction, and avenues for feedback from faculty.2, 3 Portfolios have been recommended for the assessment of professional development in medical education,4 and several reports document their successful use in assessment of competence at both undergraduate and postgraduate levels.5,6 To stimulate engagement and to assess professional development during clinical laboratory training, portfolio development and assessment was proposed for the final year Bac helor of Medical Laboratory Sciences and the Diploma in Medical Laboratory Technology students of the Kampala International University, Uganda in 2008. This article reports the experience of the use of portfolios to assess professional development in these programmes. Methods Institutional approval for the study was obtained from the IREC. Eighteen final year students who were undergoing clinical laboratory training in the teaching hospitals at the Kampala International University Teaching Hospital Ishaka and the Mulago Hospital in Kampala and participating in routine daily laboratory work were requested to compose and maintain a portfolio comprising details of their daily experiences, work done and lessons learnt during their training. Their supervisors and programme facilitators provided daily feedback on their work and endorsed all entries. At the end of their clinical laboratory training, the portfolios were examined by the four faculty staff and an external examiner. The students were also required to make a 15 minutes presentation based on the portfolio content, and take interview on lessons learned and overall impact of the training on their development. A rating rubric used for the assessment considered the quality of students presentation, portfo lio content, demonstration of students progressive development over time, and their ability to make professional judgment. Questionnaires were used to determine the students and raters views on the acceptability, convenience, and usefulness of this method of assessment. The data were analyzed quantitatively and qualitatively. Many students (15 of the 18) reported that it improved their commitment to the laboratory training, and encouraged them to reflect on their daily experiences. Both faculty and students reported that it allowed for frequent feedback and more engagement in the programme. Many believed that it was a rational assessment as it captured development over time, but it was time consuming and quite tasking on both students and staff. Eighty eight per cent (88 %) were of the view that it should be a supplement and not a substitute for the standard written and practical tests. Discussion The evolution of portfolio as a tool for the assessment of professional competence and development offers several advantages over the traditional standard tests which to a large extent are reductionist and do not capture progression over time. Application of portfolio assessment in Medical Laboratory Sciences education is not widespread and only few reports are available in literature.7 This study demonstrated that portfolio development and assessment is well accepted by both staff and students in the medical laboratory sciences programme of the Kampala International University. An important aspect of medical education is the matching of assessment methods with learning mode, as assessment drives learning. Going from gallery to gallery, John begins to become discouraged and more than a little embarrassed because of all the nudity shown in the paintings. He finds himself wondering if he should leave the museum in a state of disillusioned protest. As a Christian, John understands the need to shun pornography; but what he is seeing is not Hollywood at its X-rated worst, it is Western Civilization. These are the paintings that make up the canon of art. What is he . what are Christians . to do with nudity as it is often shown in art? To answer the overriding question, one must first understand the difference between nudity and pornography. Nudity is nothing more than a human figure without clothing. There is no overt intention of sexual arousal. When nudity is used in art, it is often (but not always) with the goal of eliciting an admiration on the part of the viewer for the handy-work of his Creator. The Greeks believed that man was the measure of all things; as such they sought to find the perfect human form and show it in their art. The resulting nudes are not pornographic; rather, they are the outworking of the Greek ideal. As Christians, we rightly reject their philosophy, but we should not make the mistake of mislabeling their art. There has been much written on the beauty of the human body and it does not need be rehearsed here. It is clear that we are, indeed, fearfully and wonderfully made. When an artist shows nudity with this in mind, he is showing it to the praise and glory of the Creator. Pornography, on the other hand, has sexual arousal as its sole intention. It seeks to debase and lower both its subject, the person being looked at, and its object, the person doing the looking, to the level of mere animals. It is meant to feed our lusts, with the full understanding that they can never be sated. Sexual lust . like all other lusts . perates according to the Law of Diminishing Returns; the more a person feeds his lust, the harder it is to get even temporary satisfaction. This forces him to go back for increasingly more and more stimulation until it is almost impossible to derive any pleasure from his vice, no matter how much he indulges. It would be irresponsible to say that no part of Western Art leans to the pornographic side of things; for some of it does (much of Klimt, Schiele, some Courbet, etc. ); however, the difference is usually reasonably obvious with sober thought (if it. s not, then the artist has not done his job! ). There is also art that is quite charged with erotic content that doesn. t show so much as an exposed ankle. These paintings rely on context and subtlety to convey the true meaning of the work. For example, Gustave Courbet. s painting, Demoiselles on the Banks of the Seine of 1856, is widely understood to be a depiction of two lesbians in post-coital sleep . an obviously unacceptable situation for the Christian. There is no crass sexual imagery to suggest this relationship; however, when viewed in light of some of his other paintings, and when the painting is looked at carefully the relationship between the two women becomes clear. This is far from the only example of subtle erotic imagery, but it is illustrative of the issue. Like so many situations in life, context is the key to making a decision about whether or not to show or look at imagery like this. Song of Solomon (among other passages in scripture) is very explicit in its description of a sexual relationship between a man and a woman. It speaks quite openly of physical desire. We know from the context of the whole book that this is not a sinful desire and that it is proper for us to read about it and learn from it. So it is with art; when we properly understand the context of a picture we can make decisions on whether it is sinful to look at or not. We have to decide what our aim is in looking at it: are we indulging in an unlawful desire, or are we confronting an opposing worldview? If it is the former, then by no means should the image be viewed; however, if our education is to have any value we must confront opposing worldviews. To what are we objecting in pictures like this? It is obviously not the depiction of an unclothed human body. It is the representation and the implicit approval of promiscuity. This is what breaks the Law of God in Scripture . the sin does not necessarily occur when we look at such material, it happens when we approve of it. Things are rarely one dimensional; there are many reasons for showing nudity in art. We do a disservice to our students (and ourselves) when we teach them to be reactionary instead of thoughtful and discerning. There is a long tradition of depicting the nude human form in Western Art. I mentioned above that appreciation of the human form is one reason for showing nudity in art. However, it is not the only reason. Realism is another; nudity in varying degrees is a part of life, even public life at many times in the past and in different parts of the world. Many times artists were showing only what they saw as a part of everyday life. In the past there were public baths and public toilets that did not afford the same privacy that we, as 21st century Americans, have come to take for granted. There were even times when public nudity was accepted (for example, Peter worked in the nude while he fished (John 21:7). As such, people would have come to understand the concept of modesty as opposed to prudishness. Modesty reserves the exposure of the body to appropriate times and places, whereas prudishness sees the body as sinful in and of itself. As Christians, we must reject prudishness in light of the fact that God has given us many good gifts that are to be enjoyed in their proper context, our bodies being one of them. Since the Fall, nakedness in many situations has become shameful to us. Artists throughout history have recognized this fact and have used it in their art. For example, there are many depictions of the Last Judgment in art history (Rogier Van der Weyden, Hieronymous Bosch, Petrus Christus, the van Eycks, etc. ), many of which show those to be judged completely naked; the blessed are usually given a robe while the damned are sent into hell naked. This is done to emphasize their state before God; they have no covering, either physical or metaphorical to shield them from their Creator. The image of nakedness is used in the Scriptures to highlight our condition before God (Hebrews 4:13). God describes Israel as having been naked before He found her (Ezekiel 16, Hosea 2:1-5). He also uses literal nakedness when he commands Isaiah to go without clothing for three years as a sign of impending judgment (Isaiah 20:1-6). Whether in Scripture or elsewhere, a literary image of nudity is not really that much different from a literal image; both give the mind pictures of naked bodies to think about. It is the intended goal of depicting nudity (whether in words or pictures) that carries the weight of moral responsibility. If e take into account the Scriptures. use of nudity, it seems that it is proper . even edifying . at times to show nudity in art if it is done for the same reasons as the Scriptures. Many times in art the baby Jesus is shown quite openly nude. This is done for a very serious reason. His genitals were shown so that the artist might emphasize the very real human nature of the Christ. The artists wished to refute various Christological heresies (Nestorianism, Mo nophysitism, various forms of Gnosticism, etc. ) by showing that Jesus was both God and man. The attributes of Divinity are obvious and well known (the halo, lamb, and cross) but the tradition of depicting Jesus. humanity through showing His genitals is often misunderstood. At the other end of the spectrum of representing Jesus during His life on Earth is the cross. He would have been completely naked on the cross. The loincloth that we commonly see in paintings is a piece of pure fiction. Would it have been sinful for Him to be naked in public? Of course not, this was not a sexual context, nor was it meant to be. Was it sinful for Jesus. emale followers to be there and see Him in such a state? No. Again, context is the key. A common example of public exposure (albeit mild exposure) that many of us will encounter is breastfeeding. This is a context in which a woman’s breasts are not meant to be seen as sexual, but as motherly. If a man is aroused by the sight of this, does that not point to the sin in him and not in the act of breastfeeding? God ordained this method o f nourishment for children and alludes to it many times in Scripture as a good and proper thing. Again, context is the key to discerning the nature of this situation. Likewise, it is exceedingly rare for a medical doctor to be accused of being a pornography addict for giving physical exams to members of the opposite sex. The context of the examination room is not a sexual one. However, if a doctor mistreats his position and does look at a woman in a lecherous manner, does that mean that all physicals are pornographic and we should stop having them? There are other examples where images of nudity do not and should not elicit sexual arousal: childbirth, war pictures, anatomical charts and books, images from other (often indigenous) cultures, etc. The age at which it is acceptable for children to begin seeing paintings with nudity in them is a matter of debate. It seems that children should be exposed to nudity in art from an early age with the understanding that it is proper in some contexts and improper in others (many of which have been discussed above). If this is done, many aspects of the question of pornography will have been answered at an early age. Furthermore, if this approach is taken, children will gain an understanding of modesty and prudishness and know the difference between the two before it becomes an issue of practice for them (e. . skirt length, bathing suits, movies, etc. ).
